From Social Movement to Political Party: The Historical Trajectory of Green Politics in Türki̇Ye

Synopsis

Green politics, which can be defined as the totality of political thoughts and actions aimed at redefining the relationship between human beings and nature through social movements, ideologies and political parties, has attained its current meaning in the last fifty years. Green politics, which is nowadays interpreted with equal emphasis on the principles of “egalitarianism” and “grassroots democracy” as well as “ecological rationality”, is a product of a certain period of world history and Western civilisation. Although its power and influence is limited, it is generally accepted that green politics emerged in Turkey in parallel to the West in the 1970s with the influence of environmental awareness and environmentalism. However, it will be necessary to wait for the 1980s for it to be accepted that environmental problems cannot be understood in isolation from politics and economics, or in other words, for the environmental movement to be politicised. With the 1980s, the environmental movement, which had previously limited its interest to the protection of nature and the prevention of pollution, began to recognise the strong link between environmental problems and social relations and politics; in other words, the political voice expanded to include nature. The conditions after the coup d’état of 12 September were decisive in the transformation of the Greens into a political movement in this process, and the Green movement flourished in the vacuum created by the lack of political power struggles. Towards the end of the 1980s, many environmentalist groups took their place in the civilian sphere, the environmental movement began to gain a place on the public agenda and it began to be strongly expressed that environmental problems could not be understood in isolation from a social base. The Green Party emerged as a product of the politicisation of the environment in this period, and Turkey’s first green party was founded in 1988 as the Green Party. In this study on the history of green politics in Turkey, green politics is interpreted mainly through the existence and activities of green parties. This is related both to the definition of green politics and to the fact that doing politics in Turkey is identified with establishing political parties. Politics in Turkey has always been political party orientated. When talking about politics, other elements, which are important actors in the consolidation of democracy, are often ignored. In order not to fall into this mistake, the green movement, whose political identity is shaped around a green ideology, has been included in the scope of the study while describing the history of greens in Turkey. In this context, the historical trajectory of green politics in Turkey, which progressed in the same line from 1988 to 2023, and from time to time remained out of the political scene, was subjected to a reading under four main headings: “The Green Movement in the Years of Search and Beginning”, “From Social Movements to Political Parties: The First Green Party”, “Efforts for Re-Partyisation and the Second Green Party” and “Greens in Search of a New Word to Say: The Third Green Party” have been analysed under four main headings.
