Synopsis

Comparison is a phenomenon that human beings resort to during almost every activity. Because people often resort to making comparisons to decide on something. On the other hand, it is possible to consider comparison as a scientific approach as a method that has existed since ancient times. It is known that management units operate their decision-making and management processes by making use of comparisons. Public administrations also attach great importance to comparison. While comparisons are made in daily business processes, experienced practices are also evaluated when creating long-term public policies. Especially the issue of policy transfer is seen as very important in this context. The reasons for making comparisons are considered very important as they are directly related to all these processes. In this study, an answer will be sought to the question of why comparison is needed within the framework of public administration.
