Synopsis

The fact that a significant portion of public enterprises made losses during the process also made the idea of ​​privatization for these institutions widespread. The fact that loss-making businesses are constantly financed from budget resources is at the center of criticism. Every year, some of the budget resources are transferred to these organizations due to reasons such as duty losses or poor management. This study deals with the mutual transfers of State Economic Enterprises and the Treasury. In addition, the reasons for the establishment of Public Economic Enterprises, their fields of activity, the phenomenon of privatization, the share of Public Economic Enterprises in the economy, the investments made, the added value they create, profit and loss situation, and employment are revealed. The study was created based on the Public Enterprises Report of the Court of Accounts and the Ministry of Treasury and Finance. The study reveals that transfers from the budget are considerably higher than transfers from State Economic Enterprises to the budget. Although some public enterprises make operating profits, a significant number of them close the period with a loss. This situation confirms the criticisms that the treasury has been funding State Economic Enterprises for years. On the other hand, those who put forward the reasons for the establishment of State Economic Enterprises interpret it as a normal situation that State Economic Enterprises make losses and are financed from the budget.
