Synopsis

Rising global temperatures, prolonged drought cycles, and the increasing overlap of residential areas with forest ecosystems are pushing wildfires beyond their classical boundaries and transforming them into an increasingly complex type of disaster. The clear lengthening of fire seasons and the sudden, hard-to-predict changes observed in fire behaviour demonstrate that the traditional approach, based solely on suppression activities, has become inadequate under current conditions. This study examines forest fire management within the framework of contemporary integrated disaster governance and analyses how the processes extending from risk identification and damage reduction to preparedness, response, and recovery are being reshaped through expanding digital capacity. The study presents a conceptual framework that explains the interaction between digitalisation and governance dynamics and discusses, through comparative examples, how risk assessments based on hazard, exposure, and vulnerability components are strengthened through advanced digital data infrastructures. Geographic Information Systems, artificial intelligence-based analytical techniques, unmanned aerial vehicles, and sensor-based monitoring networks play critical roles both in predicting the likelihood of ignition and in monitoring the behaviour of active fires. However, the effective integration of these technologies into institutional structures requires the development of data sharing standards, the strengthening of interagency coordination, the expansion of qualified human resources, and the establishment of sustainable financing models. Despite the opportunities offered by digitalisation, limitations such as false alarm generation, data security concerns, infrastructural vulnerabilities, and digital inequalities make it necessary to manage the process with caution. Drawing on a holistic conceptual analytical framework, this study evaluates the opportunities provided by digital transformation in forest fire management as well as the governance challenges that arise and develops policy recommendations aimed at protecting ecosystems and enhancing the resilience of societies against increasing wildfire risk.
