Historical Dynamics in Türkiye's Fight Against Terrorism, the Current Situation with the PKK, and the Impact of Operations on Security Policies

Synopsis

Türkiye’s cross-border military interventions are shaped not only within the framework of regional power struggles but also through the lens of national security and international law. The PKK and its affiliates are perceived by Türkiye as a direct threat to national integrity, thereby necessitating their elimination at the source under a “preventive security” doctrine. This strategy, grounded in the right of self-defense, has also deeply influenced Türkiye’s relations with regional actors. The support extended to the PKK/PYD/YPG by the United States, Russia, Israel, Iran, and several European states has prompted Türkiye to question its alliances and has sparked debates within NATO. Ankara, in particular, has been compelled to pursue a balancing policy due to the necessity of coordination with Russia. Türkiye’s security approach, however, extends beyond mere military deterrence, encompassing diplomacy, intelligence, human security, and local governance. The study examines Türkiye’s right of intervention under international law and the historical trajectory of its struggle against non-state armed actors. It underscores the PKK/PYD/YPG’s attempts to establish an autonomous structure with external support, while emphasizing that, despite Türkiye’s proactive strategy strengthened by UAVs and UCAVs, sustainable stability requires socio-economic and cultural measures as well. Furthermore, the analysis concludes that Türkiye must clearly articulate its red lines against the plans advanced by regional actors—particularly the United States and Israel—and counter the organization’s legitimacy-seeking propaganda through effective communication strategies. Overall, the study reveals that safeguarding Türkiye’s national security necessitates the combined use of military power, technological superiority, and strategic foresight.
