Licensed Warehousing Legislation for Agricultural Products in Turkey: Provided Incentives and Its Implementation in the Hazelnut Sector

Synopsis

Agricultural products are intensively released into the market after harvest due to reasons such as inadequate storage conditions and financial needs, causing product prices to fall and producers to earn low incomes. The licensed warehousing system is seen as a tool that can contribute to solving these problems. The licensed warehousing system involves the quality grades of agricultural products being determined by authorized laboratories and stored under safe conditions in warehouses with modern infrastructure, reducing product losses and transportation costs, preventing informality, enabling producers to sell their products at the appropriate time, conducting trade with product certificates, and facilitating the development of financial derivative markets and integration with domestic and international markets through credit provision. The first legal regulation regarding the licensed warehousing system in Turkey was enacted in 2005 with the Agricultural Products Licensed Warehousing Law No. 5300, followed by the necessary secondary legislation related to the implementation of this law. Today, producers registered with ÇKS or TÜKAS can store hazelnuts, wheat, barley, oats, rye, corn, rice, lentils, chickpeas, beans, soybeans, sunflowers, cotton, pistachios, dried apricots, dried grapes, olives, and olive oil in licensed warehouses. In Giresun, the licensed warehouse with an annual capacity of 17,000 tons primarily stores products purchased by TMO rather than those from producers. The establishment and activation of commodity exchanges for agricultural products, along with increased support for producers, could significantly contribute to the expansion of the licensed warehousing system for agricultural products.
