Synopsis

In recent years, governments have widely adopted e-government processes to provide online information and services. Countries are focusing on e-participation mechanisms as a means of encouraging citizen participation in the decision-making processes of public institutions. Electronic participatory budgeting ensures both transparency and efficiency in the management of public resources. In this context, the main focus of this study is electronic participatory budgeting. The study aims to contribute to the literature on electronic participatory budgeting. The study first addresses the concepts of e-government, e-governance, e-democracy and e-participation. It then defines electronic participatory budgeting, outlines its scope and functioning, highlights the benefits and shortcomings identified in its implementation, and explains what needs to be done for the system to succeed. Furthermore, the EMPATIA project, developed to enhance the effectiveness of electronic participatory budgeting, is presented as an example application, and the gains from its implementation are discussed.
