Synopsis
Türkiye has faced many major earthquakes throughout history due to its geological location. One of the most important problems arising from these earthquakes is the need for housing. It is observed that the housing policies implemented since the Republic of Türkiye have generally been implemented after the disaster, rather than taking precautions before the earthquakes. The post-earthquake housing problem is usually tried to be alleviated with temporary solutions such as containers, tents, prefabricated houses and rent aids. However, earthquake victims who do not own a house experience greater difficulties in this process and cause the post-earthquake housing crisis to deepen.
After the 1999 Marmara Earthquake, although some legal arrangements were made, the housing problem could not be solved effectively. Law No. 6306, known as the Urban Transformation Law, enacted in 2012, and the new amendments to the law adopted in 2023 after the Kahramanmaraş earthquakes have been criticised for providing rent-seeking for certain segments of society rather than benefiting society. This raises profound questions about the effectiveness and fairness of Türkiye's housing policies.
