Synopsis

The concept of security and its historical development as a public service is examined in this study. The evolution of the provision of security as a public service is evaluated by a descriptive approach based on a literature review. The emergence and development of security from traditional societies to the moderns as a fundamental function of the state are discussed. Throughout the development of the modern state, security activities have become institutionalized and have consistently maintained their nature as a public service. Among the duties of the state, the public character of security is subject to less debate compared to other public services. Security services are considered among the classical functions of the state and represent its monopoly on legitimate coercion.
