Synopsis
This study aims to examine the role and importance of public relations in strengthening local democracy within a conceptual and analytical framework. Addressing a gap in public administration literature where discussions on localization and local democracy often focus on structural reforms while neglecting communicative dimensions, the study tackles the discrepancy between theoretical ideals and practical applications in the Turkish context. The study's significance stems from the potential of public relations to enhance the effectiveness of local governance by increasing citizen participation, thus embodying democratic values at the local level. In terms of scope, fundamental concepts such as local democracy, localization, public relations, participatory democracy, and governance, along with theoretical frameworks such as traditional public administration, new public management, and public relations models, are analyzed. A comparative evaluation is conducted by reviewing domestic and international literature, and an original conceptual model is proposed. Within the framework of the research questions and hypothesis, the effects of public relations are theoretically examined. The study argues that public relations, based on a two-way communication model, strengthens local democracy by increasing participation. The results reveal that public relations is a critical variable in local democracy and localization. The study emphasizes that the one-way communication paradigm in Türkiye limits participation, but dialogue-oriented approaches strengthen local democracy by establishing trust, legitimacy, and cooperation. The work contributes to the literature through interdisciplinary bridging, local context analysis, and practical recommendations. Empirical case studies are suggested for future research.
