Synopsis

In today's world, characterized by the era of globalization and Industry 4.0, the concept of the social state—which protects the vulnerable against the powerful, thereby ensuring social justice and the redistribution of income—has begun to regain significance. The social state approach strives to carry out the necessary works to establish social justice and social peace within social and economic life by protecting disadvantaged groups against the powerful. Imbalances occurring in social structures or income distribution further impoverish the poor, thus increasing the need for social state practices. Through social and economic policies, efforts are made to establish social peace and justice by providing social and economic assistance to segments of society who have fallen into deep poverty due to reasons beyond their control. Consequently, by raising the quality of life for the poor, it is aimed to help them reach a living standard worthy of human dignity and honor. At the local level, social state practices manifest themselves through social municipalism. Through social municipalism practices, efforts are made to contribute to the economic, social, and financial situations of masses affected by deep poverty via social assistance and social services. Thus, from an economic perspective, the goal is to contribute to the redistribution of income. This study examines the primary activities carried out by local governments through social assistance and social services in the fight against deep poverty, along with their social and economic impacts.
