Synopsis
This study seeks to answer the question: “How is digital transformation being implemented in local governments, using the Antalya Metropolitan Municipality (ABB) as an example, based on the LOSI Index 2024 (United Nations Local Online Services Index)?” The LOSI Index is one of the key indicators used to assess local governments’ digital service capacity, governance structure, and citizen-centered service delivery within the scope of the e-Government survey published by the United Nations Department of Economic and Social Affairs. The data for this study is drawn from the LOSI Index, 2024 (the e-Government survey research results report published by the United Nations Department of Economic and Social Affairs), the content of the ABB’s official website (ABB Website), the ABB Activity Report 2024 (ABBFR 2024), and the ABB Strategic Plan 2025-2029. The study employs the instrumental case study method, one of the qualitative research designs. This method aims to understand a broader phenomenon by examining a specific organization or event in detail.
The information obtained from the documents was analyzed comparatively against the criteria defined in the LOSI Index, and the level of compliance with each criterion was calculated as a percentage. According to the findings derived from the research data, ABB meets 100% of the five main criteria related to the institutional framework in the LOSI Index for 2024 (Table 1); 88% of the sixteen main criteria related to content provision (Table 2); and 100% of the fourteen main criteria related to service delivery (Table 3)
