Synopsis

This study examines the duties, powers, and responsibilities of local governments, particularly municipalities, in the provision of sports services from a theoretical and legal perspective, within the framework of the conceptual, historical, and social foundations of sport. The first part of the study emphasizes that sport is a multifaceted phenomenon intertwined with human history; it demonstrates that sport is not merely a physical activity but also a cultural practice that supports socialization, contributes to social integration, balances aggressive tendencies, and nourishes the mental and physical development of the individual. Sports services are defined as a planned set of activities that meet individuals' needs for healthy living, recreation, socialization, stress management, and self-actualization; the quality of sports programs is highlighted as one of the fundamental tools of these services. The study continues by explaining the concept of sports management in light of general management principles and discussing local-level organization through the distinction between centralized and decentralized management principles. The importance of the autonomy of local governments for effective and efficient management in the field of sports is emphasized. The section addressing the roles of municipalities and other local government units in sports services demonstrates that legal regulations, primarily Articles 5, 58, and 59 of the 1982 Constitution, as well as Law No. 5393 on Municipalities and Law No. 5216 on Metropolitan Municipalities, clearly assign duties to municipalities regarding the development and dissemination of sports to a wider audience. Furthermore, different models of organizing sports services through local governments are presented using examples from European countries; the situation of municipalities in Turkey regarding the construction of sports facilities, support for amateur sports clubs, organization of sports events, and the development of youth-oriented sports policies is discussed. In conclusion, the study reveals that municipalities should consider sports services not merely as an infrastructure activity, but as a strategic social policy tool, in the context of the impact of sports on social welfare, public health, and social capital.
