Due to its geographical location, geological structure, and climatic characteristics, Turkey is exposed to various disasters, primarily earthquakes, but also forest fires, floods, landslides, and avalanches. These disasters occur in different regions of the country and cause significant loss of life and property. Disaster governance refers to a multi-dimensional and holistic approach that includes stakeholders in the process of preventing disasters, mitigating their effects, responding to disasters that have occurred, and recovery processes. This study examines disaster and disaster-related concepts, then discusses disaster policies in Turkey and their development; the final section presents an analysis of the findings obtained from a survey conducted to measure citizens' perceptions of disaster governance and disaster response. The aim of the study is to determine the effectiveness of disaster response policies in Turkey and how citizens perceive disaster governance. In this context, a quantitative study was conducted. Data was collected using a survey technique in line with the study's objective. The obtained data was loaded into the SPSS 27.0 software package and analyzed. The findings provide important clues for developing recommendations to improve disaster management policies. The study emphasizes that disaster governance policies should be supported not only by the central government but also by societal stakeholders such as local governments, civil society organizations, and the private sector. Furthermore, the study highlights the importance of citizen perception in disaster governance, drawing attention to the need to increase public awareness and participation.
