Synopsis
This study examines the transformation of public administration, the bureaucratic structure, and center-periphery relations in Türkiye during the 1980–1990 period under the influence of neoliberal policies. The transformation process initiated by the January 24, 1980 Decisions was not merely an economic restructuring but also led to the implementation of profound reforms in public administration. In the economic sphere, the transition from an import-substitution model to an export-oriented free-market economy reduced the direct role of the state in economic activities, transforming its function into that of a regulator and supervisor. Privatization practices expanded, public expenditures were reduced, and strengthening the private sector became a central objective.
The effects of neoliberal transformation on public administration are evaluated within the framework of the New Public Management approach. Concepts such as accountability, transparency, and efficiency gained prominence in the administration of public affairs. The traditional bureaucratic structure underwent significant changes, and a results-oriented management approach became increasingly important. Furthermore, the widespread use of information technologies in public service delivery and efforts to enhance the effectiveness of local governments emerged as key components of this transformation.
The study also analyzes neoliberal policies in the context of center-periphery relations. The rise of Anatolian capital, the increasing participation of local actors in political and economic decision-making processes, and the growing importance of civil society organizations and local governments in service provision are identified as significant factors contributing to the transformation of center-periphery relations. At the same time, neoliberal transformation is criticized for weakening the welfare state, increasing income inequality, and promoting the marketization of public services.
The study concludes that the 1980–1990 period represents a critical phase in which public administration in Türkiye was redefined and significant changes occurred in state–society relations.
