This study examines the institutional transformation of disaster management in Türkiye, the role of disaster and crisis communication in the disaster management process, and the implications of disasters within the framework of the social state. In this context, the social policy dimension of disaster management is discussed through an analysis of the social inequalities that emerge after disasters, the challenges faced by vulnerable groups, and the role of the state in post-disaster recovery and reconstruction. The primary objective of the study is to evaluate Türkiye’s transition from a response-oriented crisis management approach to a risk-based and integrated disaster management model. It also aims to highlight the significance of disaster and crisis communication in fostering public trust, effective information management, and social resilience. The study adopts a qualitative research approach based on the literature on disaster management, disaster communication, crisis communication, and the social state. Accordingly, it analyzes the institutional framework established following the creation of the Disaster and Emergency Management Authority (AFAD), relevant legislative reforms, and current implementation practices. The findings demonstrate that disaster risk reduction, institutional coordination, multi-level governance, and effective communication constitute structurally essential components of an integrated disaster management system. Based on these findings, the study argues that disaster management should not be viewed merely as a set of response and recovery activities; rather, it should be regarded as a comprehensive public policy domain that encompasses social justice, equality, societal resilience, and the objectives of sustainable development.
