Synopsis

Brazil’s presidential system shares numerous similarities with the Presidential Government System implemented in Turkey following the 2017 constitutional amendment. These similarities are not limited to the structure of the executive branch but also extend to the party system and coalition politics. It is possible to consider the Brazilian model as an indirect reference point during the design phase of Turkey’s system. However, to fully understand the functioning of Brazil’s presidential system, it is essential to take into account the country’s fragmented party structure and coalition-based political culture. In recent years, the institutionalization of alliance politics in Turkey has shown increasing parallels with Brazil’s coalition practices. This makes the examination of Brazil’s political system relevant for drawing potential inferences about the evolution of Turkey’s own political structure. Nevertheless, this study does not aim to conduct a direct comparison between the two countries. While there is a considerable body of literature analyzing Brazil’s presidential system, studies focusing specifically on the party system and coalition politics remain limited. This study, therefore, aims to explore current developments in Brazil’s party system and coalition dynamics within the framework of its presidential system and to provide a comprehensive perspective on the country’s political landscape.
