
Implementation and Impacts of IPARD I-II Supports in Turkey

Synopsis
After Turkey was granted candidate country status at the Helsinki summit, Instrument for Pre-Accession Assistance for Rural Development (IPARD)-I and IPARD-II programs were implemented in the period 2011-2015 and the period 2017-2023, respectively. The aim of this study was to reveal the IPARD programs implementations in Türkiye and their effects with the relevant literature findings. The rural development program, which is the fifth component of the European Union Instrument for Pre-Accession Assistance (IPA), was implemented in 42 provinces by the Agriculture and Rural Development Support Institution (TKDK), and grant support of EUR 1,140,257,125 was provided to 9,690 projects with the IPARD-I program and EUR 2,497,118,252 to 17,177 projects with the IPARD-II program. Literature findings showed that IPARD supports provide equal opportunities, income increase, utilization of existing potential and employment increase in the rural areas. In order to achieve rural development goals with IPARD programs, there is a need for the implementation of sustainable and innovative approaches in which local action groups will have more initiative and encourage young and female population to stay in rural areas.
