Governance has been a concept on the agenda for the last thirty years. Increasing the quality of life and solving problems effectively are possible with the functioning of the governance mechanism. Local governments, which are public-focused service institutions within public administration, should review their decision-making processes within the framework of this functioning and should adopt a perspective that sees public participation as essential before providing services. A unilateral management process minimizes the participation of local people and negatively affects the service delivery performances of local governments. Because if the demands of the local people, who are the addressees of the service, and their feedbacks against changing conditions are not received, the success of the local government cannot be discussed. With governance, the public, who are directly affected by local service delivery, is informed about the plans made for the future and can convey their opinions, demands and possible problems that may arise during this process. In this case, local governments have the opportunity to revise the strategies they have prepared in accordance with the governance mechanism. In this direction, the possibility of future projects being successful and being accepted by the public also increases. Today, the widespread use of the internet and computer technology has the power to positively affect the governance mechanism. In this context, local governments use social media tools, which they share, in this direction and can ensure the participation of large masses in decision-making processes. The consciousness of being an urban citizen demands the governance process and shapes it over time. With digitalization, this process is accelerating and facilitating.

This study attempts to reveal how governance is used with digital tools in municipalities. The study consists of four sections. In the first section, the concept of governance, governance in local governments and e-Governance concepts are discussed, the benefits of governance are mentioned, good governance principles, prominent local governance tools in Turkey and prominent e-Governance application examples in municipalities are explained. In the conclusion and recommendations section, the study findings and recommendations are included.
