The problems faced by women workforce in working life in general, regardless of public administration and private sector organisations, are similar. The reasons for these problems are multidimensional; individual, organisational and social. Women leaders face barriers such as glass ceiling barriers, glass cliff phenomenon, imposter syndrome, lack of mentoring and networking, and queen bee syndrome in accessing senior management positions in career progression processes, and they are represented in senior management positions in much lower numbers compared to male workforce. In this study, the problems faced by women leaders in the field of public administration, the responsibilities of states and public administration in the face of these problems, and suggestions for solutions are discussed. Throughout the world, women still face many problems in working life due to their gender. States and various international organisations, including Türkiye have been developing various policies, strategies and projects in this regard. However, despite all these efforts, research studies reveal that the desired goal has not been achieved.
