Evaluation of Local Services Provided by Metropolitan Municipalities in Accordance with the Decisions of the Public Ombudsman Institution

Synopsis
This chapter aims to examine the quality of local services provided by metropolitan municipalities and the areas of administrative disputes arising in the context of these services through the decisions of the Public Audit Institution (KDK). The research is based on a qualitative analysis of the KDK's Decisions Information Bank data, which is publicly available online. Within the scope of the study, 185 decisions under the heading “Services Carried Out by Local Authorities” were included in the scope of the examination from a total of 13,484 decisions published between 2013 and 2025. The data was analysed using document analysis methods; the findings obtained were classified using content analysis and thematic anal sis techniques. He analysis results revealed that complaints about metropolitan municipalities were most concentrated in the areas of transport, water and sanitation, urban planning and property, environmental management, commercial licensing, and social services. The findings indicate a clear mismatch between the implementation of legislation and citizen expectations in the service delivery processes of municipalities. Furthermore, it was concluded that although ombudsman decisions are not binding, they make important contributions to strengthening the administration's understanding of public service based on transparency, accountability, participation and human rights.
