Disasters are events that cause negative consequences for the entire community or certain segments of it. Throughout history, disasters that have affected communities and caused devastating consequences must be managed effectively, efficiently, and productively. For this purpose, it is necessary to use the tools and systems offered by information and communication technologies and artificial intelligence rather than traditional disaster management. Information and communication technologies and artificial intelligence methods, which provide large-scale contributions in all stages of disaster management and create new opportunities, are of great importance in terms of technical and social transformation.

This study aims to examine the use of developments in information and communication technologies and digital technologies in disaster management. This study, which is qualitative in nature, used the document analysis method. This study found that digitalization and artificial intelligence-focused technologies play a key role in disaster management. However, it has been concluded that it must be addressed comprehensively not only in terms of its technical aspects but also in terms of its ethical, managerial, legal, and other dimensions, that solutions must be developed to counter its disadvantages alongside its advantages, and that the inter-institutional data sharing mechanism must be developed in decision-making processes. Consequently, it is important and necessary to focus on digitalization and artificial intelligence-focused technologies as a key area of transformation rather than merely an option in disaster management.
