Synopsis
The new multipolar international system that emerged after the collapse of the Soviet Union remained under US and Western hegemony for a long time. However, it soon became clear that the great Soviet legacy was still fresh in people's minds and that Russia was pursuing policies driven by a desire to return to its former glory. Undoubtedly, leaders have also had a significant impact on this process. For this reason, the ‘Soviet threat’ persists in the memories of the states that declared independence after the collapse of the Soviet Union. Indeed, with the invasions that began first in Georgia and then in Ukraine, and with the war now underway in Ukraine, Russia has begun to clearly articulate its foreign policy objectives. This study examines the Russia-Ukraine crisis, which officially escalated into war in 2022, from a human security perspective, seeking to highlight the particular importance of human rights during times of war. This clearly demonstrates the need for humanitarian law, especially during times of crisis and war. It questions how human security is addressed in conflict and war environments and, in particular, whether human rights violations can be prevented. In this study, conducted using qualitative research methods, data obtained through a literature review were examined via document analysis. As a result, it was observed that many studies related to the Russia-Ukraine war were addressed within the framework of traditional security understanding and evaluated at the level of Ukraine's national security. However, this war is also a humanitarian crisis, and it is clear that serious human rights violations are taking place within the context of humanitarian law. Therefore, Russia's human rights violations in Ukraine should be highlighted more, the humanitarian crisis dimension of the war between the two countries should be brought to light, and the international community should be encouraged to increase its efforts in this regard.
