Synopsis

Digital transformation is a multi-dimensional process of change that fundamentally alters the relationship between citizens and the public, along with technological renewal and a shift in the understanding of governance and service delivery. One of the visible and effective areas of this change and transformation process is local governments, which are in direct dialogue with citizens, forming the cornerstone of democracy. Local governments are among the public institutions that should benefit most from the opportunities offered by digitalization due to the different services they provide and their direct impact on the lives of those living locally. E-municipality services, open data platforms, AI-supported decision-making mechanisms, smart city applications, and digital tools that facilitate participation offered by municipalities, which are among the local government units, create significant opportunities for local governments in terms of efficiency, transparency, accountability, and service quality. For digitalization in local governments to reach the desired level, a strong vision, the creation of a qualified human resource, the provision of a sustainable technological infrastructure, and, more importantly, the adoption of a citizen-oriented approach are required. This book has been prepared to contribute to these elements. This work views the concept of digitalization in local governments not only as a technological development; The book addresses the issue from administrative, social, and exemplary perspectives, as well as strategic dimensions. It includes the theoretical foundations of digital transformation, the identification of encountered problems, and policy recommendations for the future. In this respect, the book serves as a guide for local administrators as well as for the academic community. With the hope that this book will contribute to the digital transformation process in local governments and serve as a valuable resource for researchers, students, and practitioners working on or interested in this topic, I would like to thank the authors for their contributions to its creation.
