Synopsis

Digital transformation is a multidimensional change that aims not only to move services electronically but also to make administrative processes more effective, participatory, transparent, and accountable. Because local governments are the administrative units closest to citizens, the outcomes of the digitalization process directly determine social participation, local democracy, service quality, and citizen satisfaction. Therefore, local governments are taking advantage of the opportunities offered by digitalization.
Digitalization has been activated in municipalities, special provincial administrations, and village administrations in Turkey. This study examines the current situation in Türkiye and evaluates the impact of applications emerging in the digital age on service delivery, access to information, efficient use of resources, and local development. Furthermore, the findings indicate that the Covid-19 pandemic has accelerated digital transformation in local governments, particularly by increasing the use of remote working, online consulting, and digital communication channels, thereby improving digital capacity. The data obtained demonstrate that digitalization increases the effectiveness of local governments, reduces the distance between citizens and the government, and enables new governance models that strengthen local democracy.
