This study examines the role of tourism within the conceptual and practical dimensions of regional development-focused mission differentiation and specialisation in higher education. It emphasises that universities are not limited solely to their educational and research functions; they also contribute to the economic, social, and cultural development of their region within the framework of the third mission. In this context, tourism is regarded as a strategic area of specialisation, particularly in regions with natural and cultural assets, for employment, income growth, the preservation of cultural heritage, strengthening of local identity, and increasing regional visibility.

The YÖK Regional Development-Focused Specialisation Programme has been reviewed; it has been revealed that, among the 25 state universities included in the programme between 2016 and 2023, specialisation related to tourism is represented through Kastamonu University, Nevşehir Hacı Bektas Veli University, and Bitlis Eren University. The findings indicate that tourism is a quantitatively limited but qualitatively significant field within the programme. An examination of the universities’ official websites shows that their collaborations, scientific activities, and regional contributions differ. Kastamonu University develops practical partnerships with the public and private sectors; Nevşehir Hacı Bektas Veli University maintains broader relations with tourism professional organisations; and Bitlis Eren University has more limited but open-to-development collaborations. In conclusion, the study argues that tourism is a multi-dimensional development axis that materialises the relationship between universities, regions, and society.
