Regional Health Performance Analysis: Integration of LOPCOW and RAWEC Methods in the Case of Türkiye

Synopsis

Health, which has an important place in terms of sustaining people's lives, ensuring and maintaining a high quality of life, is always at the forefront of issues that everyone is interested in. By ensuring that people are healthier, the happiness and welfare of individuals will increase, and thus countries will be in a better position in many economic and social aspects. Today, studies are ongoing to ensure that individual and social health indicators are better and thus economies will be stronger. In this study, the health performance of provinces in Türkiye was examined by integrating the LOgarithmic Percentage Change-driven Objective Weighting (LOPCOW) and Ranking Alternatives with Weights of Criterion (RAWEC) methods. Using data from the 2023 Health Statistics Yearbook published by the Turkish Ministry of Health, the provinces were ranked according to 12 health indicators such as infrastructure efficiency, accessibility and service quality using multi-criteria decision making (MCDM) techniques. The LOPCOW method objectively determined the criteria weights and revealed that resource efficiency measures (especially bed turnover interval (C10: 13.77%), bed occupancy rate (C7: 10.39%) and bed turnover rate (C9: 9.60%) were the most critical factors. Provinces such as Elazığ, Yalova and Denizli ranked highest due to balanced infrastructure and service accessibility, while Şırnak and Hakkari performed the lowest, highlighting regional disparities. The findings underline the need for targeted policies to address geographic inequalities, optimize resource allocation and integrate qualitative indicators (e.g. patient satisfaction) into future assessments. This study contributes to the literature by demonstrating the effectiveness of LOPCOW-RAWEC integration in health performance assessment and provides policy makers with actionable insights to enhance healthcare sustainability and equity in Türkiye.
