This study aims to reveal the studies conducted in Turkey and the EU in terms of institutional structuring in the context of regional cooperation in the governance of international migration. In this context, a literature review was conducted through document analysis method and legal legislation was examined; the findings obtained were explained descriptively. As a result of the research, it is understood that the EU and Turkey are in the process of institutional structuring within the scope of regional cooperation, but regional and local administrations and civil society organizations are not sufficiently included in this process.
