Smart City Policies of Metropolitan Municipalities: The Case of İstanbul, İzmir and Ankara

Synopsis

This study aims to examine the scope, priorities, and integration of smart city applications in the 2025–2029 strategic plans of Istanbul, Izmir, and Ankara metropolitan municipalities. The importance of this research stems from the understanding that smart city initiatives are not only technological innovations but also serve as strategic tools to enhance efficiency, effectiveness, and citizen participation in public service delivery. The study was conducted using a qualitative content analysis method, focusing on the current strategic plans of the selected municipalities.

Findings indicate that Istanbul Metropolitan Municipality prioritizes integrated urban information systems, smart transportation, smart environmental management, and digital city services. Izmir Metropolitan Municipality emphasizes smart traffic management systems, smart stops, mobility solutions, renewable energy projects, and the use of digital technologies in agriculture. Ankara Metropolitan Municipality focuses on the integration of smart city technologies, development of local smart city strategies, and strengthening governance mechanisms. These results reveal that metropolitan municipalities position smart city applications not merely as technological innovations but as strategic instruments that enhance municipal management and citizen-oriented services.

Moreover, the study highlights how the integration of smart city components, including infrastructure, transportation, energy, environment, health, and governance, reflects on local decision-making and service delivery processes. Overall, this research provides significant insights into the strategic role of smart city initiatives, demonstrating their contribution to sustainable urban development and the improvement of public administration practices in large metropolitan areas.
