Synopsis
Mission-oriented innovation policies are a holistic policy approach that directs technological and institutional capacity toward specific objectives to address critical societal challenges. This framework, driven by the "directionality" of innovation policies, requires public interventions to align with clearly defined missions. Horizon Europe missions in the EU are institutionalized examples of this approach; they transform missions into concrete policy instruments through multi-actor governance structures, progressive objectives, and impact-oriented monitoring mechanisms. This structure requires greater flexibility in budgeting processes, multi-year planning, and the management of diverse resources within a portfolio approach. The mission approach represents a new, evolving direction in budgeting and is a dynamic framework whose integration into EU-level budgetary processes is ongoing.
