Synopsis
The budget is an instrument through which a government implements its policies in the social and economic development of a country. Consequently, the budget directly affects the lives of citizens. To ensure that citizens understand how the budget is prepared and managed, many countries today have adopted citizen budget practices that enhance budget transparency and accountability. A citizen budget is a document that presents essential information on the public budget in a clear and accessible manner. In doing so, it renders the budget more accessible, open and transparent. Access to budget information is an indicator of both how the government’s responsiveness to the needs and demands of its citizens and the level of public participation in the budget preparation process. This study examines the role of the citizen budget as a tool that enhances accessibility, transparency, and accountability. The implementation of the citizen budget is evaluated through an analysis of the citizen budget guides published in Türkiye for the 2017–2025 period.
