Synopsis
Traffic fines in Türkiye have both fiscal and extra-fiscal objectives, as is the case with other public revenues. In the Turkish public finance literature, it is often argued that fines and penalties, which have a special nature within public revenues, unlike other types of revenues, are not collected primarily to generate direct income; in the case of monetary fines, the main purpose is punishment and compliance with rules. On the other hand, it is also noted that traffic fines, particularly because they are included in budget revenue estimates, have become a regular public revenue source. This study investigates whether the fiscal objective of traffic fines overshadows their extra-fiscal purposes, such as deterrence and compliance with laws. As a result, it is understood that in Türkiye only about half of the assessed fines are actually collected; however, the amounts collected meet or even exceed budget targets, yet the desired reduction in traffic accidents has not been achieved. Therefore, it is concluded that in Türkiye traffic fines function more as a revenue-generating tool rather than an instrument to establish social order and safety, and their fiscal purpose overshadows their extra-fiscal objectives.
