An Examination of Village Settlements with Populations Exceeding 5,000 that Failed to Establish Municipal Organizations

Synopsis

Municipality is a local government organization with legal entity that is involved in the provision of local services in cities, towns and villages. Municipal organizations, which are the subject of different disciplines, especially management sciences, concern settlement geography and administrative geography regarding the settlements in which they are located. Settlements organized by municipalities have been handled by geographers with different approaches, and the positive effects of municipalities on settlements and the negative consequences of closed municipalities on settlements have been discussed. In this research, village settlements where a municipal organization could not be established although their population exceeded 5,000 were examined. Situation analysis, one of the qualitative research designs, was used in the study. The purpose of choosing the mentioned method is to elucidate an existing situation by using quantitative and qualitative data. This prepared paper focuses on the reason why municipal organizations cannot be established in villages that meet the 5000 population criterion according to the current Municipality Law No. 5393. According to 2023 TÜİK data, there are six village settlements with a population of over 5000. According to the Municipality Law, in order to establish a municipal organization in a village, the village must be more than 5 km away from the municipal border of the nearest urban settlement. Within the scope of the said condition, the borders of the village settlements with the nearest municipality were determined from Google Earth satellite images. According to the results obtained, it was determined that six village settlements that completed the population criterion were stuck in the distance criterion and thus could not gain town status. As a result, the problems of these settlements, which started to gain town status but could not establish a municipal organization, will be focused on.
